E-Governance: Bridging the Gap for Public Services

Public institutions are often judged by the length of the queue outside their door. Moving routine transactions — permit applications, records requests, fee payments — onto digital portals reduces that queue without requiring a large headcount increase.

The institutions that succeed treat e-governance as a service-design problem first and a technology problem second: forms need to work on a low-end Android phone over 3G, and every digital process needs a manual fallback for citizens without reliable connectivity.
